No clue here...
I have had similar hooks on some dome tents. I normally just stretch them out a bit and hook them to something handy.

I used to do a lot of backyard trials.
I still do them when the answer is not apparent, i.e. which brand of lag bolts (MacGyver idea) make the best tent pegs in the local dirt?
You might want to consider making or getting a larger rain fly; some friends with (leaky) tents use tarps for that (dry) hobo/homeless city look.
I regularly use a piece of transparent plastic (wallymart fabric dept.) to restrict the vents on my dome tent; making it warmer without limiting the light transfer through the top of the tent. The less than good part is that the plastic is only about a meter wide.

... made a rain skirt for the dome one, wet, year out of the same plastic; my rain fly is slightly too small to give good protection over the lower parts of the tent.
